Disable secondary watchdogs.
AOSP's watchdogd doesn't support multiple watchdogs. This shouldn't be an issue, since AOSP GSI obviously doesn't support it and AOSP GSI is part of certification. HOWEVER, some people use modified kernel/vendors that may break such assumptions. Anyway we can just disable it.
